[Q] A candidate selected for IPS or IRS can reappear in the CSE exam or not?

If suppose i got selected for IPS or IRS, then can I appear for IAS exam working as IPS or IRS officer ??????????. I red somewhere that I cannot appear for exam if joined to any of the upsc jobs.

Answer.
A person selected for IAS or IFS (Foreign service) cannot re-appear the civil service exam. (This is specifically mentioned in the UPSC notification)
But An IPS or IRS or any other officer belonging to Non-IAS, Non-IFS service, can re-appear.
For example, M.Raju who was earlier selected as an IPS, re-appeared in the exam and got 1st rank in 2007. Now he is IAS.

Yes, question papers for the non-popular subjects are hard to find. (same here with Gujarati literature Paper 2010 mains)
But thankfully UPSC itself uploads the mains paper.
So keep an eye on following page, sooner or later it'll appear.

i just wanna ask about the language of interview...we choose it or it's the same as of our mains exam?


The mains form
questionnaire is designed in such a way that..
You can select the mains answer-language from any of the languages given in 8th schedule of Constitution.
For interview, you can either keep that language you selected for mains (written) or you can give interview in English.
i.e. you can move 'upwards' and not downwards.
e.g. you can give mains (written-exam) in Hindi/Gujarati whatever, and still you can give the interview in English.
But if you give the mains in English, then you're bound to give interview in English and can't go down and say I want to give interview in Hindi / Gujarati. Because the mains form
questionnaire is designed in that way.

No you can't. you've to write both optionals, GS, and Essay in the same language which you gave in the mains-application form.
BUT.. if its a literature optional, you'll have to write that literature paper in its script.
e.g.
Mech.Engineering + Hindi literature optionals combo
And the candidate selected English language for mains.
So Engineering paper, GS and Essay has to be written in English BUT Hindi literature has to be written in Hindi script. (not English)

i am planning to write cse in 2012 with optionals public ad. and anthropology. To opt IFS on what    points should i concentrate more?
and my doubt about job is about the posting place(india or abroad), for what period, in what(embassy or consulate or mea) and permanent missions/deputations to un and other such bodies ?
Answer
You don't have to concentrate on any specific thing to get IFS.
Once you clear the prelims, you'll be given the mains application form by UPSC.
In mains application form, you've to give service preference (eg. IAS>IPS>IFS>IRS whatever you like)
After you get a decent score in mains, you'll be called for interview, finally your mains+interview marks are combined, and a merit list is prepared.
You'll be allotted to a service depending on 4 factors combined,
1. Your preference in the mains form
2. Your merit number (+reservation if applicable)
3. the vacancies in the given service.
4. Medical checkup
That's all.

Now, some people believe (and spread rumors) that to become an IFS officer (Indian Foreign services)
1. You need to select a specific optional subject (like political science & international relations),
2. You need to be Post-graduate from a specific stream or a reknowned college (DU, Stephen's,Xavier etc)
3. You need to write the exam in English, you need to give interview in English etc.etc.
None of above is true. All baseless rumors and lies.

Last year (2008), a group of candidates with Hindi as their first language made the cut at the civil services exams, and were selected for the Indian Foreign Service (IFS).

English is not their strong point and they answered their papers in Hindi, one of the language options available to a candidate. So, for the first time, English is being taught to these six or so young IFS probationers at the Foreign Service Institute (FSI), Delhi.

In short, Exam remains one and same for everyone and every service offered by UPSC's civil service exam. Your selection basically depends on your service preference+ merit number.
Same way to become an IPS officer, one doesn't need to be extremely physically fit athlete / State or national Sports champion / Post-graduate in forensic science or criminology.

After the training at Mussoorie, the I.F.S. probationers are attached to the Ministry of External Affairs and have to become conversant in a major foreign language. During the second year they are appointed as Third Secretaries in and Indian Embassy/High Commission where that language is spoken. They spend another two years in the same Embassy as Second Secretaries. After two postings abroad, the I.F.S. Officers are posted in India in the Ministry of External Affairs (MEA) (Eg. Passport office or Indian Council for Cultural Relations or elsewhere in the Government of India). In the MEA, you will look after India's political, economic and commercial work. In the Senior Scale and the Junior Administrative Grade the I.F.S. Officers are appointed as First Secretaries. In the Selection Grade I.F.S. Officers serve as Counsellors. In very small countries the Indian Ambassador would be in that grade.
In the supertime scale, many I.F.S. Officers become Ambassadors of medium sized countries while others are appointed as Ministers in the large embassies like Washington and Moscow. In the Additional Secretaries Grade, I.F.S. Officers are made ambassadors in relatively big embassies of Deputy High Commissioner in London. The biggest Indian Embassies / High Commissions like Moscow, Washington and London are headed by Ambassadors of the rank of Secretary. At this level, some Ambassadors are non I.F.S. Officers like politicians, retired or serving I.A.S. Officers or retired Defence Chief. There are four to five Secretary level officers in the MEA - the senior most being the Foreign Secretary.
The content of an I.F.S. Officer's work has improved immensely. The is considerable economic work to be done to promote trade and commerce. The career development in the service is extremely professional.

I have planned to write cse by  2012 which year book should i use: i.e., should i wait till 2012 and buy that 2012 year book or any  other years india year  book is fine..

Well, almost 98% of the data & text given in Yearbooks remain static and unchanged.
So, sooner you start preparing it, better it's for you.

The things that change in a yearbook edition-wise,
1. Diary of events
2. Names of ministers/ President (if new appointed)
3. New ministry & department list (if created)
4. New schemes of Government (if launched)
5. New missiles etc. (if launched)

Otherwise almost every thing is copy pasted back from last year's edition.
You can alternatively start using the yearbook's thin versions (like New Vishal, M n' M series etc.) which give only data part, at the moment and refer the latest 2012 yearbook when it comes out.

i have a doubt about a particular question which came in prelims-2010 as well as in sample CSAT paper by UPSC.

If a potato is placed on a pure paper plate which is white and unprinted and put in a microwave oven, the potato heats up but the paper plate does not.

This is because:

A.      Potato is mainly made up of starch whereas paper is mainly made up of cellulose
B.      Potato transmits microwaves whereas paper reflects microwaves
C.      Potato contains water whereas paper does not contain water
D.      Potato is a fresh organic material whereas paper is a dead organic material.

Now, in 'Competition Wizard' & 'Pratiyogita Darpan' issues,the answer to the above question is given as option (c)...

But in 'Competition Success Review'-February 2011 issue,the answer to the above question is given as option (b)...

So could you plz throw some light as to what is the correct answer to the above question..?

C. Potato contains water whereas paper does not contain water

Quoting from NCERT class-12 Physics Chapter 8, page 281

Basic principle of a microwave oven

It generates microwave radiation of appropriate frequency in the working space of the oven where we keep food.

This way energy is not wasted in heating up the vessel. In the conventional heating method, the vessel on the burner gets heated first, and then the food inside gets heated because of transfer of energy from the vessel.

In the microwave oven, on the other hand, energy is directly  delivered to water molecules which is shared by the entire food.

You can find such statistics in a book named 'Chornicle's IAS planner'. (and other similar books from other publications)
Don't buy it, just goto bookseller, surf the pages and get the % ratio

your blog wherein it is stated that as per SC Judgement UPSC has to disclose the Marks of Prelims - 2010 b'coz over 4,000 deserving candidates were denied a chance to take the Main test and further only 12,394 candidates have been qualified for mains as against 965 notified vacancies in contrast to 2009 where 12,800 students qualified though there were only 585 vacancies.
After enquiring with my friends on the news or information which I have gone through, I was informed by some of my friends that in the year 2009 more vacancies have been notified hence 12, 800 students have qualified for mains.
Hence, Sir , I would like to know that whether aforesaid two versions are fact or not.

Vacancies in 2010's exam cycle were more than the number of vacancies in 2009's exam.

The notification for cse-2009 came in december 2008....585 was the number then...but the final number was 989 (see persmin.nic.in)....The selection for mains will be based on this number...So essentially the numbers are comparable...

    [Q] Confusion regarding language & literature subjects

    During googling up for the patters, I realized that there are 9 papers in Mains Exam. For Paper 1, any one of the language is to be chosen from the 22 languages. I am stumped in this.
    The last language other than English which I learned was Hindi back in school matriculation. After which I chose to take Physical Education in XI and XII.
    I glanced through 2009's question paper of Hindi I and English I and I am stumped regarding the level of the literature involved.
    I would like to know, if any other person is in the same position as I am, and what is the advice you will give a person like me.

    There are two types of language papers
    A. Two compulsory language for everyone (like English + your regional language) *except candidates from some hill states
    Everyone has to give these papers, even those people with History+Geography etc combo.
    Failure to qualify in these papers means they won't check your other papers.
    But the level of questions in these papers are not quite difficult, doesn't require any literature study. Just basic grammar and translation stuff.
    B. the optional literature subjects.
    you've to select two optional subjects for the mains, which can be anything like Public Administration, History, geography, socio, English/Gujarati/Hindi/Pali even Russian, French literature or whatever.

    There will be two papers each for each of the optional subject.
    i.e.
    Public Administration I & II. (300+300=total 600 marks.)

    So what you're talking about is these optional subjects (English I, II & Hindi I & II) you don't have to study them (literature optional subject I /II) UNLESS you want to take those subjects as your optional subjects. [which is again not recommended unless you've done B.A / M.A or coaching in the said literature subject]

    In short
    1. Everyone has to give two compulsory language papers, but they're extremely easy.
    2. the optional 'literature' subjects are altogether different thing and you don't have to study it unless you pick them as your optional subjects.
